On October 24-25, the research group met with leaders including Huang Jie, Secretary of the Party Leadership Group and Director of Wangmo County Judicial Bureau; Zhou Zhi, Secretary of the Party Working Committee of Xintun Subdistrict; Wei Jiahui, Member of the Party Leadership Group and Deputy Director of the Judicial Bureau; and Han Yong, Member of the Party Leadership Group and Deputy Director of the Judicial Bureau. Lawyer Zheng Ling from Guoyao Qindao Law Firm, serving as a legal aid volunteer in Wangmo, also accompanied the group.
The two-day itinerary began on October 24, when the research group visited the Yalu community relocation site to assess the learning and living conditions of relocated students who had transferred during the poverty alleviation efforts. They then visited the working and living environment of Lawyer Zheng Ling.
On October 25, the research group held a meeting with the Wangmo County Judicial Bureau. After the meeting, they donated school uniforms and shoes to all students at Hongyan Primary School in Xintun Subdistrict. The group also visited families of students in need in Keshan Village, Xintun Subdistrict. In addition, the research group participated in a commemorative activity retracing the Red Army's route, visiting historical sites such as the revolutionary cultural area in Kafa Village, Mashan Town, and the former residence of revolutionary martyr Wang Haiping in Zhexiang Village, Zhexiang Town.

Guizhou Province is known as a region of "eight parts mountains, one part water, and one part farmland." Wangmo County belongs to the Qianxinan Bouyei and Miao Autonomous Prefecture in Guizhou Province. It is located in the southern part of Guizhou and the eastern part of Qianxinan Prefecture, bordered by Luodian County to the east and separated by the Hongshui River from Leye County in Guangxi to the south. The region has vast waters and is home to 19 ethnic groups, including the Bouyei, Miao, and Yao, with ethnic minorities making up 80.2% of the county's total population.
Upon arriving in Wangmo, the research group first visited the Yalu community relocation site to assess the learning and living conditions of relocated students during the poverty alleviation efforts. They then visited Lawyer Zheng Ling's working and living environment.
Lawyer Zheng Ling, a "1+1" China Legal Aid Volunteer from the Ministry of Justice, had returned to Wangmo for the second time to provide legal aid. The growing number of case files and teaching materials vividly recorded her deepening connection with Wangmo, from the initial spark to a profound bond.

On October 25, Guoyao Qindao (Jinan) Law Firm held a symposium with the Judicial Bureau of Wangmo County.
At the symposium, Lawyer Zheng Ling summarized her work in Wangmo. Among the 64 cases she handled, 21 were civil cases, and 43 were criminal cases (accounting for 67% of the total). Of these, 48 cases have been concluded (14 civil cases and 34 criminal cases). One of the accomplishments Zheng Ling is most proud of is that, in five defense cases during the prosecution review phase, three were juvenile crime cases. The prosecutor’s office accepted her defense opinions and ultimately decided not to prosecute, effectively protecting the legitimate rights of the minors, with a 60% success rate in her defense efforts. Since April of this year, Zheng Ling has conducted six legal education sessions, benefiting more than 824 people in total.
Speaking about her legal aid work in Wangmo, Lawyer Zheng Ling expressed that the city has won her heart with the gentle charm of the Bouyei people and the majestic beauty of the surrounding peaks. In answering the questions of the confused and helpless individuals who came to the center for help, and in seeing the eager and focused gazes during her legal education sessions, she redefined the value of being a lawyer. The fulfillment, intensity, joy, and even hardship she experiences every day in Wangmo’s aid work is something she embraces with enthusiasm and passion.
Secretary Wang Haibo first acknowledged Lawyer Zheng Ling’s spirit of dedication during her two trips to Wangmo for legal aid and the contributions she has made to the local legal system. He stated that Zheng Ling has embodied Guoyao Qindao’s philosophy of “acting with great love, living with gratitude” through her actions. Secretary Wang also expressed gratitude to the Wangmo County Judicial Bureau for the support and assistance provided to Lawyer Zheng Ling during her legal aid work.
After listening to Zheng Ling’s work plan, Secretary Wang announced that Guoyao Qindao would establish a special work group and create a Wangmo legal aid WeChat group, leveraging the entire firm’s resources to support Zheng Ling in her local legal aid efforts.
Following the symposium, the research group traveled to Hongyan Primary School in Xintun Subdistrict. The journey from Wangmo to Hongyan Primary School took about two hours, winding through dense forests and steep mountain roads. Several vehicles loaded with donated materials traversed the winding roads, eventually arriving at the remote school deep in the mountains.
Guoyao Qindao (Jinan) Law Firm donated a total of 216 sets of summer and winter uniforms, as well as shoes, to all the students at Hongyan Primary School.
Hongyan Primary School’s headteacher, Luo Dingfu, explained that the school has seven grades in seven classes (including kindergarten), with 94 students, over 60% of whom are left-behind children. While basic needs are met thanks to government support, buying new clothes for the children is still considered a “luxury.” Although it was already late autumn, some students were still wearing thin fall clothing.
Before Zheng Ling set out for Wangmo, Director Yan Fei had instructed her to report back to the law firm if she encountered particularly disadvantaged individuals, especially students in need, so that the firm could help them together. With this in mind, the law firm began preparing for the donation event as early as June, including collecting uniform sizes and preparing donation funds, ensuring that every detail was perfect.
At the donation ceremony, Secretary Wang Haibo encouraged the students to turn the deep care from the Party and government, as well as the sincere love from all sectors of society, into a strong driving force for self-improvement and success. He urged them to firmly establish their ideals, set lofty ambitions, and, with a spirit of perseverance, work hard to learn new knowledge, master new skills, and develop new talents.
After the donation ceremony, the research group visited families of students in need in Keshan Village, Xintun Subdistrict. They patiently inquired about the students’ learning and living conditions at home and delivered financial support to the families, hoping that the children would have a warm winter. The parents who received the donations were deeply touched. They felt the strong care and love from society and expressed their heartfelt gratitude to Guoyao Qindao (Jinan) Law Firm.
The research group then embarked on a journey retracing the route of the Red Army. They visited the revolutionary cultural area in Kafa Village, Mashan Town, and the former residence of revolutionary martyr Wang Haiping in Zhexiang Village, Zhexiang Town, for a study tour.
“Lawyer Zheng Ling’s arrival has brought a much-needed change to Wangmo’s legal aid efforts, like rain nourishing the land. The support and assistance from Guoyao Qindao’s legal team have further strengthened the bond between Shandong and Guizhou,” said Wei Jiahui, Deputy Director of the Wangmo County Judicial Bureau.
The firm plans to launch a one-on-one support program for financially disadvantaged students in Wangmo County and develop a special service product for the operational standards of rural collective economic organizations as special legal entities. The one-on-one support program is currently in the preparation stage, with the selection and screening of students who need sponsorship underway, and this information will be shared within the law firm’s work group. For the second initiative, a special service team will be established to take advantage of legal aid and develop the operational standards for rural collective economic organizations into a dedicated service product, thereby expanding the impact of legal aid and contributing to rural revitalization in a more systematic manner across broader areas.
