On the afternoon of February 27, the Shandong Provincial Government held the inauguration ceremony for the fourth-term legal advisors in Jinan. Vice Secretary of the Provincial Party Committee and Governor Zhou Naixiang attended the event, delivered a speech, and presented appointment certificates to the new legal advisors.
Governor Zhou extended his gratitude to all legal professionals on behalf of the Provincial Government and congratulated the newly appointed advisors. He emphasized the importance of integrating Xi Jinping’s thoughts on the rule of law into the continuous development of a law-based government, with the legal advisor system now a critical component of this structure. Governor Zhou urged government entities at all levels to actively support the work of legal advisors, fostering a high-standard legal administration to stimulate market vitality and advance the creation of a law-based, service-oriented government. He encouraged the legal advisors to value their responsibilities, maintain integrity, and make thoughtful contributions by providing insightful suggestions, focusing on reforms, addressing potential risks, resolving conflicts, and promoting legal and policy education. This would help ensure legally compliant government operations and increase legal awareness throughout society.
In this term, the Provincial Government appointed 15 distinguished legal experts and renowned lawyers, including Li Lianxiang, Chief Partner of Guoyao Qindao Law Firm, as legal advisors for a three-year term. This reappointment marks Li’s fourth consecutive term, underscoring the government’s recognition of his legal acumen and professional expertise.
Previously, the Shandong Department of Justice announced the members of the Fourth Shandong Provincial Government Legal Expert Database, which included Wang Shuhan, Party Secretary and Director of Guoyao Qindao (Qingdao) Law Firm; Wang Haibo, Party Committee Secretary of Guoyao Qindao (Jinan) Law Firm; and Cheng Mowei, Chairman of Guoyao Qindao Law Firm's Supervisory Board.
In the future, the selected lawyers will align their work with governmental goals, diligently fulfill their duties, actively provide counsel, and serve as “think tanks” during the formulation of major administrative decisions. They will deliver high-quality legal advice, support lawful administration, and contribute to advancing the rule of law in social governance.
