Li Xuezeng, Partner at Guoyao Qindao (Jinan) Law Firm, holds a Bachelors degree in Law. Formerly, he served as the Director of the Petition Review and Re-examination Office of the Shandong Provincial Government, a Senior Researcher at the Shandong Provincial Petition Bureau, and as a government lawyer for the same bureau. During his tenure, he drafted several regulatory documents for the Shandong Provincial Government, including the Measures for Review and Re-examination of Petition Matters in Shandong Province (Decree No. 204), Hearing Measures for Petition Matters in Shandong Province, and Regulations for Review and Re-examination of Petition Matters by the Shandong Provincial Government. He is regarded as a founding figure in petition review, re-examination, and petition hearings in Shandong Province. Classified Handling of Petition Claims by Law: In line with the Rules for Classified Handling of Petition Claims by Law issued by the National Petition Bureau, he identifies petition claims that fall within the statutory duties of agencies and enterprises, guiding the processing of these claims through legal administrative procedures, including permits, confirmations, decisions, payments, and penalties.

 

3. Fully involved in the processing of petition matters: (1) For petition matters within the scope of government and enterprise unit responsibilities, handles acceptance, notification, investigation, verification, hearing, and drafts handling opinions. (2) For petition matters where a request for review has been submitted to government and enterprise units, manages acceptance, notification, investigation, verification, hearing, and formulates review opinions. (3) Engages in mediation and resolution of complex petition matters. (4) Participates in citizen reception days for leaders of government and enterprise units, providing legal advice to reception leaders.

 

 

4. Participation in Hearings and Case Reviews for Petition Matters: Organizes and presides over public hearings and case reviews, providing high-quality conclusions for hearings and review meetings on time.

 

5. Training for Petition Staff: Provides specialized training on petition work for petition officials.
