The 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) held its second session, opening at the Great Hall of the People on the afternoon of the 4th. Over 2,000 CPPCC members closely aligned with the decisions of the CPC Central Committee, conscientiously shouldering political responsibility, proactively advising, consolidating consensus, and working together to shape the grand narrative of Chinese modernization. Before heading to Beijing, the CPPCC members from Shandong Province, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studied and implemented the important ideas on enhancing and improving the work of the CPPCC and the crucial directives on Shandong’s development. Focusing on high-quality development as the primary task, they conducted in-depth research, solicited opinions widely, and prepared proposals and speeches to fully perform their duties.
In his second year of service, Li Lianxiang has developed a deeper understanding and appreciation for the responsibilities of a CPPCC member. “Being a committee member involves both everyday realities and visionary pursuits. Serving the nation and the people is not just a slogan; it’s a mission that requires real dedication,” Li explained, drawing a metaphor from his legal profession, which bridges the regulatory framework and the lives of countless citizens.
As the first national committee member from Shandong’s legal sector, Li Lianxiang has approached his duties with proficiency, despite being a “pioneer.” Before serving on the CPPCC National Committee, he was a standing committee member of the Shandong Provincial CPPCC. His commitment to “serving the nation and fulfilling responsibilities to the people” has remained unwavering from his role at the provincial level to the national stage.
Achievements in Duty: Documenting Fulfillment with Practical Results
In his first year as a member of the CPPCC, Li Lianxiang submitted four proposals, provided six social observations and opinions, participated in nine CPPCC research, consultation, and inspection activities, and joined eight "Service for the People" committee activities. These accomplishments reflect his commitment to his new responsibilities.
Since last year, Li has submitted proposal suggestions on topics such as revising the current Arbitration Law, enhancing the legal business environment, and addressing challenges faced by new employment groups. These proposals received timely responses from relevant state departments. “Legal improvements aren’t made overnight; when we propose revisions to laws like the Arbitration Law and Bankruptcy Law, it requires continual research and promotion. But each suggestion receives a response from national departments, making us feel respected and effective, which reinforces my commitment to my duties,” Li said.
Thorough research is essential for fulfilling committee responsibilities effectively. In January, Li participated in the CPPCC Social and Legal Affairs Committee’s research on “Promoting a Law-Based Business Environment,” where he offered suggestions on lawful business operations, law-based enforcement, and law-based administration.
Li frequently visits private enterprises for research, engages in discussions with entrepreneurs, and gathers firsthand data, conducting related statistical analyses. He believes that while setting standards for new businesses is essential, the orderly exit of bankrupt enterprises is also critical for the complete functioning of the market economy.
New Responsibilities in Duty: Drawing a Blueprint with a Sense of Mission
“For rural industrial revitalization, emphasis should be on optimizing the industrial structure, transforming traditional agriculture into modern agriculture.” Ahead of this year’s Second Sessions, Li shared his views on rural revitalization in an interview with Legal Daily, suggesting that the government introduce more supportive policies, encourage agricultural technology innovation, and aid farmers in developing specialty agriculture. Additionally, he recommended integrating primary, secondary, and tertiary industries in rural areas, supporting emerging industries like rural tourism and e-commerce to strengthen traditional agriculture. Li also highlighted the need to enhance grassroots organizations, supervise village cadres, improve rural governance, and enrich the cultural life of rural residents while ensuring farmers’ primary roles are upheld through relevant policies.
Dazhong Daily featured Li in a Second Sessions story series titled “Building Dreams of Modernization, Shaping a New Vision” with an interview, “Continuing to Promote a Law-Based Business Environment.” In this year’s Second Sessions, Li plans to focus on reviving “zombie enterprise” assets by addressing the difficulties of struggling businesses. He emphasized that many “zombie enterprises,” though unable to operate, still hold valuable assets and technology, with judicial bankruptcy as a critical legal mechanism to revitalize these resources. “Some current Bankruptcy Law provisions no longer meet development needs, so I suggest clearer regulations during law revision.” Li stressed the importance of lawful government administration, judicial impartiality, and lawful private enterprise operations, urging these elements to work synergistically.
Additionally, he plans to submit proposals at this year’s sessions addressing areas such as optimizing tax reduction policies, private enterprise compliance, youth legal education, refining the top-level design of bankruptcy administration, and improving the standardization of emergency response under the rule of law.
“As a member of the CPPCC, there is still much to learn and investigate. I will always remember the heavy responsibilities conferred by the Constitution and the law, and I am committed to fulfilling my duties to honor the trust of the Party and the people,” Li said. He affirmed his dedication to Party leadership, continual innovation, and upholding the CPPCC’s roles of political consultation, democratic oversight, and participation in governance, contributing his insights to advance China’s modernization and the rejuvenation of the nation.
